Out of curiosity, do market managers hire musicians, or do entertainers rent out space like other vendors? If the managers hire them, what's the best way to approach a manager about getting hired as a musician?

First let me say if you're willing to pay for a booth to play I commend you!! I can't imagine any manger turning that away.
I'm not sure how other markets handle live music but for our market we book them and pay them. But we're lucky enough to have grant funds for live entertainment. I would suggest contacting the manager and expressing interest. I'd also recommend offering to play for a very low fee (or free) if the market doesn't currently have live music. If you can prove the benefit you bring, the manager may be able to justify paying you. If you are in a situation where you're trying to demonstrate a need for entertainment ask if you can put out a little survey on the day you do play. If you have support on paper it's quantifiable.

We, too, have some grant funding for music. It covers about 50% of the costs. We also try to pay our musicians something if we can although it's probably not the going rate.

One thing we have to be really careful about is volume. As our market has grown in size, we have begun to allow some amplification so the sound is not lost, but unless the musicians have a good system it can really interfer with doing business. It's an issue we're still struggling with.

We think music makes a tremendous difference in the atmosphere at the market. The right sound can make the place sparkle.

I have also found that many good musicians will work for free for the right exposure. The hours (typically daytime hours) are also very attractive to musicians who are used to working late in bars and restaurants so I would not think it would be difficult to find some decent talent to just play at your market.

I was wondering about the volume too. Our market rules say no loud music and I have to admit that I've been to markets where the music (live and canned) is so loud its hard to conduct business. Also I've been to markets where the customers flock to the area where the entertainment is leaving the vendor area dead so I'm wondering if any type of entertainment is good for business unless its a strolling type of entertainment. I might add that our market is once a week for 4 hours so that might make a difference in how much/how long and what type of entertainment is available.
